Korea launched 5G first and spent six years arguing about what it delivered

Being first to commercial 5G in 2019 gave Korea a headline and an unusually early view of the gap between what the technology was marketed as and what a mid-band network actually does.

On 3 April 2019, Korea’s three mobile operators switched on commercial 5G service, reportedly beating Verizon’s launch in the United States by a couple of hours. The timing was deliberate and the claim was contested at the margins, but the substance held: Korea was the first country to sell 5G subscriptions to ordinary consumers at national scale. What followed is a useful case study for every market that launched later, because Korea encountered each of the technology’s disappointments roughly two years before anyone else did.

The service that launched was non-standalone 5G on mid-band spectrum around 3.5 GHz, anchored to the existing LTE core network. This was the pragmatic choice and the standard one. It was not, however, the configuration behind the marketing. The performance figures used to sell 5G to the public — the twenty-fold improvements, the film downloaded in a second — derived from peak theoretical targets that require millimetre-wave spectrum, wide channels and a base station within a short walk. Mid-band 5G is a substantial upgrade over LTE. It is not that.

The millimetre-wave commitment became the sharpest dispute. When Korea allocated 28 GHz spectrum in 2018, each operator accepted a buildout obligation of roughly 15,000 base stations within three years. By the time the science ministry audited compliance, the deployed counts were a small fraction of that, and the economics were plain: 28 GHz signals are blocked by walls, foliage and rain, so covering a city requires an implausible density of sites for a consumer service that existing mid-band already served. The ministry cancelled the 28 GHz licences of two operators in December 2022 and the third in 2023, then tried to attract a new entrant to take the spectrum instead. It selected one in early 2024 and withdrew the award within months when the winner could not demonstrate its financing.

Consumers pursued the gap through the courts and the regulator. Groups of subscribers filed damages claims over coverage and speeds that fell short of advertising, and in 2023 the Fair Trade Commission imposed penalties totalling roughly 33.6 billion won on the three operators for exaggerated performance claims in 5G advertising. Separately, the government pressed carriers to introduce mid-tier and lower-cost 5G plans, on the argument that the original tariff structure had been designed for a service that was not being delivered.

Set against that, the network works. Korean 5G subscriptions passed 30 million during 2023, roughly a third of all mobile lines, and the science ministry’s annual quality assessments have measured average 5G download speeds in the vicinity of 900 megabits per second — several times typical LTE performance and among the highest measured nationally anywhere. Mid-band coverage across populated areas is effectively complete. For the ordinary experience of using a phone in a crowded place, the improvement is real and unglamorous.

What did not arrive was the second half of the pitch. Network slicing, industrial private networks, augmented reality, remote surgery and autonomous driving were the applications that justified describing 5G as an economic transformation rather than a faster pipe. Six years on, the enterprise deployments exist but are modest, and consumer revenue per user rose far less than the capital expenditure implied. Korean operators responded by diversifying away from connectivity altogether, expanding into data centres, cloud services, media and artificial intelligence — a strategy that quietly concedes the point about where growth was not found.

The lesson is not that 5G failed. It is that generational network upgrades are sold with the physics of the best case and delivered with the economics of the average one, and that the country which goes first pays for the discovery.
